The Role of Digital Technologies and Misinformation in Crisis Management in Public Administration: Example of Migrants From Ukraine

Abstract

The article analyses the impact of digital technologies on the effectiveness of crisis management in Poland following the influx of migrants from Ukraine after 24 February 2022. In this study we focus on the relationship between the use of ICT tools, information uncertainty, and trust in public administration. We employed methodological triangulation: a survey of 400 Ukrainians in Poland, literature review, and an analysis of legal and administrative documents. The results indicate that digital communication channels reduced information uncertainty and strengthened trust in public institutions. Local government bodies played a key role, combining operational activities with e-government. The analysis also confirms the significance of disinformation as a factor destabilising social relations. Our conclusions emphasise the need to strengthen coordination between the central and local levels, and treat digitalisation as an element of contemporary governance and institutional resilience.
