Polish Promethean Action in Manchurian Harbin, 1920-1939

Abstract

At the onset of the Second Polish Republic, relations with Soviet Russia formed the main focus of Poland’s eastern policy. This was caused by the incalculable nature of the Soviet Union. The victorious war against the Bolsheviks of 1919-1921 allowed Poland to retain its sovereignty, while negating the idea of federationism which involved creation of a federation of Central European states capable of resisting Russia. Federalist aspirations were replaced by Prometheism. The movement was intended to trigger the liberation of Russian-dominated peoples, including Ukrainians, Georgians and the Mountaineers of Caucasus. Harbin, a city founded in the late nineteenth century in Northeast China, became the locus of this political project.
