This article is an analysis of the legal aspects of recruitment to the civil service, from the perspective of their compliance with the requirements of professional, reliable, impartial and politically neutral performance of public tasks. The considerations focus on assessing the effectiveness of applicable legal provisions in ensuring the selection of candidates with appropriate professional qualifications that allow the implementation of tasks at the highest substantive level, while guaranteeing independence from political influence.
The article contains proposals for possible legislative changes and reflection on further directions of regulatory development aimed at strengthening the professionalism and independence of the civil service, which is crucial for the stability and effectiveness of public administration.
